Just a correction – Wenger didn’t sign Yaya because of work permit complications, both Wenger and Yaya confirmed that numerous times, most recently when he signed for City.
It wasn’t a choice of Wenger’s whatsoever, he wanted to sign Yaya, and if there weren’t those problems then he would have been an Arsenal player.

At the time I thought Wenger would be wary of hiring brothers. He is a very,very cautious man. I believed, and still do, that the form of one brother, or the fitness of one brother, might affect the form of the other. That, to me, represented a problem area that the manager did not want to deal with. Many years later I heard, second hand, from an impeccable source within the club that Wenger wasn’t as happy with Yaya’s attitude as he was with Kolo’s.
